A better solution, many Filipinos feel, could be worked out by the legal clarification of land titles, which at present often obscure true ownership and responsibility, and by enforcement of the Agricultural Tenancy Law, which gives a tenant the right to demand seventy per cent, instead of the customary fifty per cent, of what he grows, protects him from being arbitrarily thrown off his land, and offers him the opportunity to demand a leasehold, at a fixed rental, that will permit him to manage his own farm
