Forty-Eight, and that an asbestos-health-hazards-compensation bill that had been introduced into the Ninety-sixth Congress, in 1980, by Senator Gary Hart, Democrat of Colorado, to set up a pool financed by government and industry to compensate the victims of asbestos disease, had little chance of being enacted by Congress, because it has been labelled as a Johns-Manville bailout bill. Levit closed his talk with a gloomy look at the future, predicting that there will be many more claims than we can possibly anticipate from toxic substances, that such claims will often take many years to manifest themselves, and that the pounds and dollars involved will be far greater than we can possibly imagine. LEVITS lugubrious view was soon followed by a drumbeat of dire predictions that appeared to be designed to create the proper climate for a federal solution to the problem of asbestos disease
